No they don't have better response currently because the api for eloquence
under Linux is broken. Eloquence under Linux is called "IBM viavoice outloud"
and currently is a usermode application that is usable with emacspeak. I say
usable, I do not say very usable, pleasant, fast, efficient or any of those things.
The code works only with oss/free drivers and is not gpl. One must remember 
that most good fast tts technology has patents on it a mile wide and isn't
opensourceable. Also binary only modules are frowned upon by Linus if no source
exists so they don't usually make it into the kernel. Eloquence isn't cheap
to buy for Windows; so it'll be a while before it becomes available for Linux
in a stable fast form. Henterjoyce hacked eloquence locally to allow fast speech
cutoff and fast response.

Mbrola is another system that talks with emacspeak and is usable on a p200 or
better; it won't wokr with speakup because it is userlevel code.
