software synthesis support

Once again hello Roman:  We are working on developing a software synth
which hopefully we can include in speakup at some point in the
future.  Currently we need to do a considerable amount of redesign
before we can build in any software synthesis.  Our software synth is
based on the rsynth package and will support the DoubleTalk command
set when finished.
