speakup and transport

Greetings everyone.  I have a problem which I can't seem to fix.  I'm using an artic transport with the speakup precompiled 
kernel of speakup-0.08 using the accent synthesizer.  I've checked to make sure my comports are enabled in bios.  The 
artic works in dos and windows yet speakup is not detecting the artic upon booting.  At first I thought that it would not work 
because I had it on com2 and nothing on com1 but I've since put the artic on com1 and still I get no results.

Anything I'm overlooking?
