Yep that is it.  When I tried Frank's suggestion telinit -HUP I got
this:

saidin:~# telinit -HUP
telinit: invalid option -- H
Usage: telinit 0123456SsQqAaBbCcUu

Once I saw this one init q it all came back to me.
