numlock on to type digits whe needed

Forwarding a question from Philippe.

If I understand well, when using speakup numlock should be off so that 
navigation keys on the numeric keypad work. This is the case when
espeakup is running.

However, is is it possible to have the numeric keypad working as if
numlock was on tentatively, i.e.  when the user wants to use the numeric
keypad to type digits, for instance in emacs?

I vaguely remember having read something like that,
but can't find it now.
