You've gone through /etc/speech-dispatcher/speechd.conf, and have
adjusted it according to your setup, right? Does spd-say work as root?
Do you have a
$HOME/.cache/speech-dispatcher/log/speech-dispatcher.log? If yes,
anything out of the ordinary in there?

Unless you know you have a reason to run speech-dispatcher system
wide, I'd suggest leaving that as run=no
