issue tracker

Hi,

I've set up this github project whose sole purpose is to act as issue
tracker for speakup: https://github.com/bytefire/speakup/issues

I've added four items. I think anyone with github account can create
issues. Of course our discussions will continue as before. This is just
to keep track of what needs to be done.

Also we can direct anyone looking to controbute to this page.
