speakup enhancements installing?

I've downloaded david's speakup tar and decompressed it. I find no
installation instructions either in the decompressed directories or on the
linux-speakup.org/ web site

I havn't done the make yet 
Currently running debian wheezie with speakup from the debian install and a
doubletalk pc synth.
Probably missed something obvious.
