speakup and e-links

Probably the most important thing to do is to turn on highlight tracking 
in Speakup. There should also be a configuration option in elinks to 
allow the cursor to be placed on a link as you arrow to it. I can't give 
you specifics, as I Haven't really used elinks in quite some time, but 
those two things are most important for getting the most out of this 
combination.
