espeakup and usb soundcards

It should work the same way you set it for other applications. I
generally use Pulseaudio here, because I'm using GNOME and Orca nearly
fulltime, with only a little Speakup thrown in if I break something.
I'll get out my USB SoundBlaster box and try to figure out how to do
this without Pulseaudio, and post back here if I can make it work.
