Speakup enabled Distros for Blind Technicians

Anything specific needed to get speakup running, using software speech? 
I'm assuming no boot options exist to have it start speaking once it's 
booted. Also, what about anything that may come up before your put into 
a prompt, any configuration things worth worrying about like in grml?
