espeak speed

Hello.

I'm trying to get speakup to read faster on the console. I know that 
speakup+6 will increase the rate, but that isn't fast enough. if I use:

espeak -s ###

will that permanently increase the default speed of espeak with speakup 
on the console after next reboot? I know the base rate is like 160. If 
not, would I be editing

/home/username/.speech-dispatcher/conf/modules/espeak-generic.conf

and modifying the line:

GenericRateAdd          160
