Their official installation media do not include Speakup.
However, I maintain the Speakup packages in the [community] repository.
In ArchLinux circles, I'm what is known as a "Trusted User".
I also produce a modified version of the ArchLinux netinstall CD
containing Speakup and eSpeakup.  You can read about that here:

You probably want to read the wiki article linked from that page.
There's another way to do an eyes-free install of ArchLinux.
Michael Whapples described it in a recent post to the list.  I can recap
if you wish.
Yes, ArchLinux is accessible,
but not out of the box.
