No steps in reading punclevel

Hi,
I bet that you are using speakupconf, aren't you?  I am, and I have
this same issue.  I think that I found and fixed it.  Basically, it has
to do with the order in which files are loaded.
Please try the latest speakupconf from git, and tell me if that fixes
your problem.
