Speakup 3.1.3 is released.

Hello all,
Speakup 3.1.3 is now released.
This is primarily a bugfix release, and most of the changes are not
user-visible.  Here are the changes that are.
1. Pronunciation of contractions is fixed for the Dectalk Express.
2. Speakup can be compiled with the 2.6.31 kernel.
