For the current debian package at least you can make edbrowse very functional very quickly if you copy the setup.ebrc script to a user directory you want to use edbrowse in and gunzip it and run that script. Only thing after that is edbrowse file:///usr/share/doc/edbrowse/usersguide.html to get going the rest of the way.
