question about what speakup can read

hi list.
I was just wondering if someone could tell me,
is speakup only capable of working in a command line environment? or can it read a gui interface?
also, as obviously different screen readers can do different things, would it be possible to have a distro that included both speakup and orca?
i'm thinking for example if the main part of the distro had a gnome gui, but you needed to use the command line for some tools it included.
