If you have compiled speakup in to the kernel you need to pass the
speakup_synth=ltlk boot parameter to your kernel. If you are using
modules, my information may not be right because I haven't ever tried
it. But I think what you need to do is just do this.

echo ltlk > /proc/speakup/synth_name

I think that file may have moved though. In any case, the module will
get loaded and initialized when you do that.
