Speech-dispatcher bind problem

Hi All

Forgive me for being stupid but I can't find the solution to a problem with
speech-dispatcher.  I see on the gentoo forums they offer killall festival
as a solution but I've not got festival installed.  Other threads I've read
haven't revealed the answer.  Any help please?
