speakup gets circular buffer support

Hello folks: William Hubbs pushed some changes to speakup yesterday to
move speakup from our linear output buffer to a circular buffer.  This
will prove to be more efficient and hold more output data before
putting processes dumping a lot of data to sleep.  The soft synth
driver was significantly modified so we'd really appreciate folks
testing these new changes and giving us feedback.
