issues resolved--got permission question

Hello list,
I'm trying to hook up ftp.
I resolved the apt-get issue by transfering everything over to another comp.
Anyway, I want to make it where people in a group can have read/write access to my mounted hd, and then find a way to show that dir in there home directory.
I'll just ln, but at the moment, uploading doesn't work for me.
Any help is appriciated, on the way to set the permissions for this thing.
I did
chmod -R a+rwx ftpdir, but that still doesn't really work.
What should the owner be set to? I'm assuming that wouldn't matter if I specify the a option in chmod though.
