espeak 1.19 released

I've added a new English voice to eSpeak 1.19 named "en-r".

This is a "rhotic" accent, i.e. it pronounces "r" sounds even when they
are not followed by a vowel, and so it should sound less "British" to
an American user.

eSpeak is available from  http://espeak.sourceforge.net/

It now comes with two versions of the command-line program:
 
1. "espeak", this is a very small program which uses libespeak shared
library for the speech engine.

2. "speak", this is a stand-alone version which doesn't use the shared
library.

It's possible that "espeak" may have a slight advantage in
responsiveness over "speak".
