The important thing here is to have speech-dispatcher more aggressive 
than speechd-up. I find it works pretty well to have speechd-up set to 
plus five, and speech-dispatcher to minus 5. Not sure that will help 
your problem, but somehow setting them both to -20 does not sound like a 
good idea.
