espeak, speech-dispatcher, speechd-up and speakup cap tone change not working

Thanks, I am half-way there.
There is a setting which when changed from 0 to 1 makes it speak text in a 
higher voice, but not when the letters are typed.
I am used to the other way around, ie, the pitch rises when typing and 
when reviewing with the numpad, but not during normal display.
