Espeak strangness

Here's a possible fix.  It's a replacement for the  wavegen.cpp  file
for eSpeak v1.16.  The change is at line 474.  Some code which I
thought was only needed for portaudio v18 is now also used for v19.

Please let me know whether or not this fixes the problem.
