N V D A not working in Windows 98SE

I have nvda working just fine, only i use sapi five, but sapi four should work just as well.
That's if you have any sapi4 speech engines installed.
I just downloaded the compiled zipfile, I didn't have to mess with any python packages.
This is on an Windows enabled xp system, Amd 3500 with one gig of ram.

Associations to specifically see 2.4, since that is

NVDA apparently prefers.

Test routines I have prove that Python 2.4 is indeed
called and working 100%.

I made certain to enable the SAPI4 setting in the
NVDA INI file;
When I click on the NVDA.exe program, all I hear is
"NVDA Started Bang!"
at least that is what it sounds like to me.

I do not understand how to get Windows 98SE to respond
to anything under NDVA. 
I went to the trouble of even installing the other
Python packages and still nothing is happening,
the PyAA, PyTTS, Py24Com, all of it, is installed.

I see no way to change the Voice or any of the other
attributes NVDA is using from SAPI4.

So if you know how to get this running on Windows 98SE
please let me know, thanks.
