Announcing Function Keys?

I notice if I use any of the f1-f12 keys, they just beep-and-send capital E or 
something like that to the screen.  The characters file has all of them listed. 
I think in both DOS-and-windows they will talk.  Is their a way to modify my 
tcsh shell or something simple in speakup so these keys will really speak their 
name?  I even tried inside DosEmu  but no difference.
