Yes, as far as I know, it would control the fans in the
system. However, the fans have to be wired to the motherboard, just
like your cpu fan is, not wired to the power supply. Also, that
functionality is there for laptops. Since I believe you're running on a
desktop, leave it out, since you don't need to decrease fan speed to
save battery power in your case.
