Oops!  Thanks for catching my error.  The command is:
update-rc.d -f gdm remove
And if you don't have a /etc/runlevel.conf, the command will still work.
/etc/runlevel.conf is nt on all systems and is only present if you have replaced
the sysv-rc package with file-rc.
