Okay, the command for changing capitals behaviour is:

echo "cap " >/proc/speakup/caps_start
echo "" >/proc/speakup/caps_stop

As for fixing the pitch shift bug in buture speakup versions, I do not
have any Braille 'n Speak products to experiment with.  If you'd like
to fix it I'll happily include the patches.
