Hi,
There is a free as in beer version of ViaVoice, but it is binary only and doesn't
work with newer system libraries.  The new IBMTTS is non-free and
requires payment.  I can't think of the web site off the top of my head
since I am perfectly happy with the free as in speech eSpeak.  However,
if you aren't used to a British accent, IBMTTS is about the best on the
market at a reasonable price, since if I remember it is around $50 to
purchase it.  I could be wrong about that price though.
