Thanks for all that detective work. Those settings work well for me too.

When you send "cap" to caps-start, are you noticing that quotation marks 
tag along? You may have to do a speakupconf load, and then speakupconf 
save, to see them added. On my system that happens consistently, but 
only on the sftsyn device. Curios.
