This is potentially true. That's why there is legal recourse through
licenses like the GPL. This is why I like the GPL for such things as
screen readers as well as other software. If you make a derivative of
a project licensed under the GPL or include GPL code in your project,
the entire project must comply with the GPL. It is illegal to take GPL
code and make it proprietary. That doesn't mean that it doesn't happen,
but legal action can be taken if it does.
