Are you by chance using a Dectalk PC? That is, the old ISA card, or the later version called the Dectalk PC 2? I found in my brief experiments with the Dectalk PC2 that this sort of thing would happen when that card was in use as a speech synthesizer. If that's not it, then your guess is as good as mine.
