Extend ASCII characters

I've been seeing some e-mails lately where extend ASCII characters are
being used to represent things like open and close quotes.  What is
happening (in mutt at least and possibly lynx) is these characters are
actually decimal 221 and 22 and they are being represented as "\221"
and "\222" (without the quotes of course).  Is there any way to get
these to be either represented as valid chars or be skipped entirely?
It is a real hastel to listen to this crap with Speakup.

I forget what character set I'm using with mutt but it is probably a
default of either ISO8891 or ASCII-US or something like that.
