elinks: Harmless Button

Some times while getting on with a form that has some javascript, I run
into a submit button where the status line says "harmless button." Why
is this? When this happens, the button does nothing and thus I can't
submit the form.  This tripped me up today while trying to renew my
bookshare subscription.

Any ideas?
