Using the bns with speakup on and off, I can confirm this to be the
fact. 

Also, you were right on the money regarding the pitch values. Appendix
b, the quick reference of the 1997 bns user's manual, in the speech
parameters section says:

"Pitch - Control e x p, where x represents a pitch from 01 to  63, 01
          being the lowest pitch."
