That would be a very worthwhile project.  Consider though only one 
version/language instance exists in the windows world where some sspeech 
is available for installation help; windows2000/english edition.  All 
other versions of windows you're s.o.l.  Why restrict it to windows 
though?  More than one version of software Apple released for the mac has 
the same problem.  Same deal for boxes like the Commodore64.  Don't laugh 
when I include the Commodore64, it's got the largest existing softwaare 
base written for any computer or at least did a few years ago.  If a 
person could use a pc with a disk emulator for the other computer that 
could make the right format then copy dos files onto the other disk and 
handle things like file formats, you might be able to use a pc to make a 
commodore64 install set.
