using yum or rpm for pkg searches

Yum will not find speakup enabled kernels.
To get them, you will need to download them from the speakup site. 
As to how can you search for rpm packages, I suggest reading the yum
manual, man yum, to find out all that you can do with yum.
I am not passing the buck on this one, but I found the yum man page to
be vary easy to read and helpful. 
You can also google yum howto and find a lot of good information about
yum this way.
