Well with the latest CVS version of Speakup you have part of that menu
business you speak of.  True, the items aren't self identified; I
mean, you would need some quick documentation or simply remember the
key assignments.
spk-1 & 2 decrease and increase volume, spk-3 & 4 do pitch, and spk-5
& 6 alter speech rate.  I think spk-7 & 8 could be tone and maybe
spk-9 & 10 could be for voice.  One should note that some of these
options are moot for given synthesizers.  Beyond that, dunno if the
configuration program has any other options or not.
