spd-say

I keep forgetting to ask about this.
I notice people commenting that spd-say is running but as far as I know I
don't have a spd-say even though my speech-dispatcher appears to be
working. Is this something specific to source compilations that debian
doesn't have in their packages, or have I left something out?
