setting voice, pitch and rate for dectalk in speech-dispatcher

Chuck:
I think you will find that those parameters can be changed by uncommenting
the appropriate lines in /etc/speech-dispatcher/speechd.conf and playing
with the ranges and variables given in the comments. Also look at the
ADDVOICES list in /etc/speech-dispatcher/modules/dtk-generic.conf to make
sure the voice you use is available. This doesn't appear to change the
values given by cat /proc/speakup/ (pitch, rate) but it definitely changes
the speech.
