Init scripts for speech-dispatcher and speechd_up

Cheryl,

My guess  is that Shaun did not install his speech-dispatcher in
/usr/local, so his say command was not hidden from the init.d
scripts. Debian folks don't like /usr/local much. Seems like they
might have a point.
