I asked Cepstral about the availability of their voices. Jonathon Mosen
interviewed their founder a while back and it was very interesting. He was
one of the Festival developers.
According to their customer service (below) the voices aren't available yet
for Linux, but they will, be soon.

I'm blind and a long-time user of speech products. I've been playing
Flite on my Linux box but want to buy a better voice that's clearer and
an equally small footprint.
The idea is to be able to use Emacspeak on my laptop. Your web page says
have voices for Linux available, but I couldn't find any to buy.
