broadband cable throughput quality

I think that the upstream speed was decreased to improve the download
speeds.

the quality of cable connections from what I've seen is pretty good.
the speeds for downstream are for the post part quite nice. the only
thing that could be improved is increasing the upstream by a little
(certain isps only give 128k or less).
