Why not try decreasing your delay_time a bit to see if that helps with
choppiness.  I believe the default may be 500 (ms) so check that first
to make sure I'm right and then decrease it by 50.  So:

echo 450 >/proc/speakup/delay_time

See if that helps the choppiness.
