In this context, 504 has no effect.  This is not reasonable accomodation to
an employee which is 504's purpose.  This is accessability to a customer.
Under some legal theories, ADA is applicable but it hasn't always held up
well in court.  The most definitive solution would be for congress to
establish law requiring 508 compliance as an extension to ADA.
