Just tried it--here is what happened:
$ftp 24.116.252.1
ftp: connect: Connection refused
ftp> quit
$

It looks like something is rejecting connections.  It could be your
ISP, router, or maybe something else?  In any case, the connection
was promptly rejected--not allowed or dropped.  HTH, and have a
