Well, for "welcome message" on the ftp server, your ftp config file will
tell you precisely where that file is. Look at its configuration in
/etc. Which file, precisely, depends on the ftp server you're using, of
course.

The Fedora default is:

/etc/vsftpd/vsftpd.conf
