You're thinking of zipspeak, which is a speakup-enabled zipslack. As
for if the latest version of zipspeak will support your synth, the
latest version of zipspeak will support whatever the speakup version
in zipspeak supports. Since I believe that speakup does support the
dectalk express, the answer is yes, the latest version of zipspeak
should support the dectalk express.
